A modification is not finished when the work is done. The hardware change is the visible part and usually the quickest. What follows is longer: updating every drawing, procedure, training package, spare part listing and database entry that referenced the old configuration. Modifications closed before that work completes leave the plant and its records disagreeing, and those small disagreements accumulate over decades into a station where nobody is certain what is actually installed. Configuration management exists to prevent that accumulation, one modification at a time.

When a plant seeks to operate for sixty or eighty years, it must demonstrate that its documentation still describes the plant that exists. That has made configuration integrity a licence renewal issue rather than a housekeeping one, and stations with weak configuration management face substantial recovery programmes before they can make that demonstration. New build organisations are meanwhile establishing systems from nothing, which is scarce and formative work.

A design basis engineer owns the content: the requirements, conditions and assumptions the plant was designed to, and whether the plant still conforms to them. A configuration management engineer owns the process: the change control system that ensures every modification is assessed, every affected document is updated, and the records continue to describe the plant.

Put simply, one owns what the basis says and the other owns the system that keeps it true. They work closely, since configuration failures are how design basis drift happens, but one is a technical custodial role and the other is a process discipline.
