What is the difference between a fuel handling technician and a fuel handling engineer?

The technician executes and maintains the work: equipment setup, inspections, fuel moves, tooling, repair, troubleshooting and procedure steps. The fuel handling engineer owns technical performance: system design basis, calculations, modifications, fault investigation, engineering dispositions and long-term reliability. During an outage they work together, but they are different accountability paths.
