Package manager (nuclear)Salary, qualifications, career path and hiring demand, 2026 edition
A nuclear package manager owns a defined slice of a larger nuclear engineering project from authorised scope through engineering, procurement, manufacture, construction, testing and handover. Engineering can design it, procurement can place the contract and construction can install it, but the package manager is accountable for ensuring compliance, making those pieces arrive together safely, compliantly, on schedule and within the approved cost envelope, following engineering specifications and technical requirements.
In the UK, established package manager nuclear career roles typically model around £58,000–£78,000, with senior package managers around £75,000–£95,000 and high-value package leads moving past £100,000. In the US the exact title is less common; equivalent nuclear energy jobs and related roles are often advertised as Work Package Manager, Project Manager or Control Account Manager, with a practical nuclear sector range of roughly $100,000–$165,000 through the established-to-senior market. These are TRX market bands rather than an exact national wage series.
There is no Package Manager licence. The real gate is whether you have delivered a bounded technical scope through interfaces, change, supplier pressure and formal acceptance. Employers then add programme-specific requirements: CDM and NEC knowledge in UK construction, nuclear quality and configuration control, site vetting, controlled-document discipline, and sometimes DOE/NNSA EVMS or clearance requirements in the US, alongside technical specifications, documentation procedures, and hand calculations.

Six versions of the same job title
The title changes with what the package contains and which lifecycle interface is hardest. A fabrication package, a construction workfront and an equipment system can all have a Package Manager, but the evidence employers screen for is different. Bar shows relative hiring volume across TRX's 2026 desk activity.
Manufacturing and fabrication package
Owns design maturity, supplier mobilisation, fabrication, inspection, documentation and delivery of complex components. Sizewell C's embedded-items and secondary-steel packages are current examples where off-site manufacture must align precisely with site installation.
Construction installation package
Owns a defined site installation scope such as coatings, pipework, electrical systems, structural steel or building services. The emphasis is workfront readiness, permits, sequencing, labour, subcontractor control and acceptance.
Equipment / systems package
Takes a technical system from requirements and procurement through vendor design, manufacture, FAT, delivery, installation and commissioning. Interfaces with responsible designers and commissioning teams dominate.
Civil / infrastructure package
Owns earthworks, marine, logistics, roads, utilities, temporary works or major civil structures. CDM responsibilities, temporary works, sequencing and physical interfaces matter as much as supplier management.
Decommissioning / waste package
Delivers bounded scopes such as retrieval equipment, waste processing, demolition, ventilation modifications or packaged plant within a live nuclear environment. Plant interfaces, safety case constraints and work authorisation are stronger than on greenfield construction.
DOE / national-laboratory work package
The US variant often sits inside formal project or programme controls. The manager owns authorised work, cost and schedule commitments, resources and technical deliverables, sometimes alongside Control Account Manager duties.
What the week actually looks like
A composite day for a package manager responsible for a safety-significant mechanical equipment package on a UK nuclear new-build project. Vendor manufacture is under way while site installation planning and design changes are moving in parallel.
What nuclear package managers are paid in 2026
"Package Manager" is not separately coded in US or UK official wage data, and the title is materially more common on UK megaprojects than in US commercial nuclear. The ladders below are a TRX market model anchored to BLS Project Management Specialists data, live nuclear project-manager roles, current Sizewell C package hiring and UK nuclear/infrastructure contract rates.
How package management compares to adjacent roles
BLS is a broader occupation anchor rather than exact-title data. The employer rows are current advertised ranges for adjacent US nuclear project-delivery work.
| Occupation | Median | P10 | P90 | What moves the number |
|---|---|---|---|---|
| Package manager (nuclear, US TRX model) | $125,000 | $78,000 | $190,000 | Package value, nuclear access, supplier accountability, commissioning |
| Project Management Specialists, all industries (BLS May 2025) | $102,320 | $61,580 | $167,970 | Industry, responsibility, location, project scale |
| Westinghouse Advanced Project Manager, 2026 | $129,000 midpoint | — | — | Nuclear/manufacturing experience, project complexity |
| Idaho Senior PM / WPM-CAM, 2026 | $142,945 midpoint | — | — | Used nuclear fuel, WPM/CAM responsibility, federal delivery |
| LANL Project Manager 4, 2026 | $205,550 midpoint | — | — | Capital-project leadership, NNSA environment, scale and clearance |
BLS is a broader occupation anchor rather than exact-title data. The employer rows are current advertised ranges for adjacent US nuclear project-delivery work; package values in the UK are modelled separately because title usage and market structure differ.
Safety-significant package ownership
Components that carry nuclear safety, seismic, pressure-boundary or safety-function implications demand stronger technical and quality judgement.
Supplier recovery and commissioning handover
Employers pay for people who have recovered a late package and then taken it cleanly through FAT, installation, testing and turnover.
Commercial plus technical authority
Package managers who can operate confidently under NEC or equivalent contracts while challenging design, quality and schedule evidence remove management interfaces and command higher rates.
Three ways in, and only one of them starts with a package management degree
There is no single graduate route called "Package Manager". Most people arrive after proving themselves in engineering, construction, project controls, procurement or supplier delivery and then taking accountability for a bounded scope.
Engineering to package ownership
Twelve or more years to delivery lead.
Construction / trade delivery route
Fourteen or more years to area / construction delivery manager.
Supplier / commercial / controls transfer
Five steps from functional specialist to full package leadership.
Are you actually ready to compete for a nuclear package manager role?
A Package Manager CV should make accountability visible. Recruiters want package value, system or work scope, contract form, supplier tier, lifecycle stage, safety/quality constraints and the outcome against cost and schedule. "Managed stakeholders" is weak evidence; "owned a £45m safety-significant mechanical package from design release through FAT, installation and handover" is the level that gets shortlisted.

The credentials that actually gate the work
Package management is employer-competence gated rather than licensed; the decisive requirements change with whether the package is construction, equipment, defence, DOE or safety-significant nuclear work.
| Credential | Jurisdiction | Required for | Time | Notes |
|---|---|---|---|---|
| Engineering / construction / project qualification or equivalent experience | UK / US | Entry and progression | 2–4 yrs typical | Degree is common but HNC/HND, apprenticeship and proven delivery routes exist. |
| APM PMQ / ChPP, PMP or equivalent | UK / US | Competitive advantage / senior progression | Months to years | Useful project-management evidence; rarely the sole gate. |
| CDM 2015 competence | UK | Construction packages | Role-specific | Package managers must understand client/principal contractor/design duties relevant to their scope. |
| NEC3/NEC4 or equivalent contract competence | UK | Major-project packages | Months + experience | Important for early warnings, compensation events, programme obligations and supplier accountability. |
| Nuclear quality / configuration competence | All | Safety-significant or nuclear-grade packages | Role-specific | ISO 19443, NQA-1 or employer arrangements may apply depending on programme and jurisdiction. |
| BPSS / SC / DV | UK | Site access and defence-sensitive programmes | Weeks to months | BPSS is common; SC/DV depends on sensitivity and is not universal civilian-nuclear gating. |
| Unescorted access / DOE-NNSA clearance where specified | US | Licensed sites or sensitive federal work | Role-specific | Commercial plant access and federal L/Q clearance are different systems; requirements depend on employer and scope. |
The credential that matters most is normally employer acceptance that you are competent to own the package. Formal certificates strengthen the case, but completed package delivery remains the evidence recruiters trust.
What appears on a 2026 nuclear package manager shortlist
Package-manager specifications screen for integration: can one person keep engineering, supplier, commercial, controls, construction and quality decisions aligned to the same authorised scope? Ordered by how often a hiring manager treats it as a hard filter rather than a nice-to-have.
Named on the specification
- Scope and requirements ownership — Defining package boundaries, deliverables, acceptance criteria, exclusions and interfaces without leaving gaps between contracts
- Integrated cost and schedule control — Reading P6/project schedules, forecasts, milestones, earned-value or progress data and acting before variance becomes programme failure
- Supplier / subcontractor management — Mobilisation, performance reviews, manufacturing or site surveillance, action closure and evidence-based recovery challenge
- Change and commercial control — Early warnings, variations/compensation events, impact assessment, delegated authority and disciplined separation of change from underperformance
- Nuclear quality and configuration control — NCRs, hold points, lifetime records, design change, concessions/deviations and traceability through manufacture and installation
- Interface and handover management — Engineering-to-procurement, factory-to-site, package-to-package and construction-to-commissioning interfaces, including turnover evidence
What decides between two shortlisted candidates
- Completed package lifecycle — Design through procurement, manufacture, installation, testing and accepted handover rather than experience in only one phase
- Safety-significant equipment or structures — Evidence of working where quality classification and nuclear safety function change the delivery rules
- Package recovery — A credible example of rescuing late design, supplier failure, repeated NCRs or a slipping site workfront
- Tier 1 megaproject experience — Sizewell C, Hinkley Point C, Sellafield PPP, AWE, DOE/NNSA capital work or equivalent regulated infrastructure
- Commissioning integration — Understanding system boundaries, test packs, punch-list closure and what "complete" actually means to the commissioning organisation
- Cross-functional authority without line control — Getting engineering, commercial, controls and construction teams to make timely decisions when none report directly to you
The 2026 demand map
Package-manager demand follows programmes with many bounded contracts, suppliers and physical interfaces. New build creates the highest volume, but defence, decommissioning, waste and US federal programmes all use equivalent work-package ownership.
| Programme | Location | Phase in 2026 | Engineering demand |
|---|---|---|---|
| Sizewell C | Suffolk, UK | Construction ramp-up after 2025 FID; main civil works and supplier mobilisation expanding | Very high — Senior Package Manager live in September 2026; multiple fabrication/package scopes active |
| Hinkley Point C | Somerset, UK | Unit 1 MEH fit-out accelerating; Unit 2 building/equipment installation progressing | Very high — package roles remain central as delivery shifts from civils into installation and commissioning |
| Sellafield PPP | Cumbria, UK | SCP/SRP late delivery stages; BEPPS2 early construction; LSS1 approaching construction | Very high — long-term major-project pipeline with integrated delivery teams |
| Sellafield Infrastructure Delivery Partnership | Cumbria, UK | New £2.9bn infrastructure partnership mobilising toward long-duration delivery | High — repeated civil, utility, security and enabling-work packages |
| AWE infrastructure / Astraea | Berkshire, UK | Major defence-nuclear infrastructure and replacement-warhead programmes | High but clearance-gated — complex packages across facilities, manufacturing and programme delivery |
| Idaho used nuclear fuel / cleanup programmes | Idaho, US | Active federal nuclear material and cleanup delivery | High — current senior PM roles explicitly combine project leadership with WPM/CAM accountability |
| Los Alamos capital projects / NNSA mission | New Mexico, US | Large capital, production and national-security programme execution | High — project managers own scope, baseline, risk and integrated team delivery |
| Advanced nuclear vendors and first plants | US | New-plant development, manufacturing and FOAK execution | Growing — Westinghouse and advanced-reactor programmes continue to recruit project delivery leadership |

Sizewell C makes the title visible; the need is much broader
The UK new-build market uses "Package Manager" explicitly because thousands of interfaces must be divided into accountable delivery units. US employers often advertise the same accountability as Project Manager, Work Package Manager or Control Account Manager. Candidates should search by scope language as well as title: ownership of authorised work, supplier performance, cost/schedule baseline, technical interfaces and acceptance.
People who have finished packages, not merely started them
Early project phases create many candidates with design, procurement and mobilisation experience. The thinner market is people who have taken a difficult package through manufacture, site installation, testing, documentation closeout and commissioning handover. That evidence becomes especially valuable as Hinkley Point C moves deeper into MEH/commissioning and Sizewell C scales its supply chain and civil delivery.
Adjacent and onward roles
Package management is a core project-delivery node; progression usually means larger packages, multiple-package integration or a move into full project leadership.
Questions we get asked every week
How much does a nuclear package manager earn in 2026?
In the UK, the TRX market model places established package managers around £58,000–£78,000 and senior package managers around £75,000–£95,000, with lead/package-delivery roles commonly moving above £100,000. Current Sizewell C market advertisements broadly support a £60,000–£80,000 package-manager range, with senior scopes advertised higher.
In the US, equivalent Work Package Manager (WPM) or project manager roles commonly sit around $100,000–$165,000 before principal or cleared-programme premiums. These figures reflect the minimum qualifications, job responsibilities, and job details expected in nuclear project delivery.
What does a package manager actually own on a nuclear project?
A nuclear package manager owns a defined scope and the integration needed to deliver it: requirements, design interfaces, procurement and supplier performance, schedule, cost, risk, change, nuclear quality, construction readiness, and handover.
They ensure compliance with nuclear industry standards and regulatory frameworks, including technical reviews and quality assurance. While they do not personally perform every specialist task, their accountability is making sure the specialists reach one coherent, accepted outcome.
What is the difference between a package manager and a project manager?
A project manager normally owns a broader project or sub-project containing several packages, while a package manager owns one bounded delivery scope inside it.
On smaller projects, the distinction can disappear and the titles are interchangeable. On nuclear megaprojects, the package boundary is deliberate: one accountable manager can be assigned to a contract, system, building, fabrication scope, or workfront while the project manager integrates several of them.
Do you need an engineering degree to become a nuclear package manager?
Not always. Engineering degrees, particularly in mechanical engineering or a related field, are common for technical and safety-significant packages, but HNC/HND, apprenticeship, construction, and experienced project-management routes are credible where the candidate can demonstrate technical literacy and completed delivery.
The more safety-significant or design-intensive the package, the more likely the employer is to insist on a relevant engineering background.
Which contract and project-management qualifications matter most?
APM PMQ/ChPP and PMP are useful signals, while NEC3/NEC4 competence is particularly valuable on UK new build and infrastructure projects. None substitutes for delivery history.
A hiring manager will usually prefer someone who has managed change, supplier failure, configuration, and handover on a real package over a candidate with more certificates but no package accountability.
Where is Package Manager demand strongest in 2026?
Sizewell C is the clearest UK growth market because construction and supply-chain mobilisation are scaling rapidly while Hinkley Point C still needs package leadership as work shifts into MEH installation and commissioning. Sellafield and AWE provide long-duration demand outside civil new build.
In the US, search equivalent titles including Work Package Manager, Project Manager, and Control Account Manager across DOE/NNSA, cleanup, fuel, and advanced-reactor programmes.
We only recruit in nuclear. That is the whole point.
TRX can tell whether your experience reads as package management, construction delivery, project management, commercial management or technical engineering — and which nuclear programmes will recognise it. Send us the CV and we will look for real ownership: package value, lifecycle, contract, supplier, interfaces, recovery and handover.
